Undeclared and uninsured work in Greece: rights, evidence and complaints

What to check in undeclared or under-declared employment in Greece, what evidence to keep and how inspection complaints, labour disputes and insurance claims differ.

Undeclared, under-declared or incompletely insured employment?

Describe the actual problem before choosing a procedure. Has work taken place without a corresponding declaration? Have fewer hours or different terms been reported? Or are declarations available while the insurance record appears incomplete? These situations may overlap, but the same document does not answer every question.

Check your personal ERGANI information alongside the insurance history. Do not limit the file to the wording of a contract or a single message. If declared hours differ from actual hours, for example, identify the particular days, shifts and available evidence of that difference.

Evidence to preserve while employment continues

Record dates, duties, the workplace, who gave instructions and how you were paid. Organise the evidence by period so working hours can be compared with payments. A statement that you worked throughout the summer becomes more useful when supported by a specific timeline and files.

Preserve documents and messages lawfully available to you without altering them or accessing another person’s accounts. Before signing a document showing different dates, working hours, full payment or voluntary departure, ask for an explanation and retain a copy for legal review.

  • Employer identity and the exact workplace address
  • Schedules, shifts and the employment period
  • Agreed pay, payments received and any balance
  • Copies of declarations, payslips and relevant communications

An inspection complaint or a labour dispute application?

The Labour Inspectorate accepts named or anonymous complaints online and through its other official channels, including 1555. An identifiable workplace, employer details and a concrete description help an inspection address the issue. Check the authority’s current instructions before submitting.

If you seek resolution of an individual disagreement, such as unpaid earnings, a labour dispute application is assessed separately. That procedure identifies the parties and the matter in dispute. Do not assume that an anonymous report requesting an inspection automatically establishes and recovers your own financial claims.

Wages, insurance and departure need one clear timeline

Separate three questions: which breach should be inspected, which payments are being claimed and which insurance period needs correction? Insurance days require the appropriate e-EFKA procedure. A general complaint should not replace the specific application needed for the case.

Record any dismissal, departure, earlier service of documents or scheduled meeting. Deadlines differ between requests, and contact with an authority should not simply be assumed to interrupt them. For workers in Heraklion and Crete, an organised initial file helps identify the appropriate next steps.
